Kandahar Bomb Attack

A non-governmental organization in Kandahar, Afghanistan on Monday, three suicide bombers attacked the office, which killed three people.
Police and government officials said the bomber blew up a truck laden with explosives outside the office, which killed three people and injured two others. The two other attackers before they entered the premises and opened fire on security forces.
Kandahar government's media office said in a statement that the US-based International Relief and Development office in front of the car bomber exploded.
The statement described the attack, killing three local civilians and wounded two others including a Nepalese citizen.

"I wasn't going slow. On the contrary I have been working in quite a few films. Today I have four more films lined up for release. Having said that, there was a time period immediately after DEV D when I was being quite careful about picking up my next lot of films. I am an outsider in the industry and didn't know what sort of films to do and what not to do. Even though there were dozens of scripts lined up for me to go through, I wasn't intelligent enough to point at anything in particular and decide things on my own. I chose to wait for the entire set up to be in place before I became a part of it," details Mahie.
One hopes she doesn't have much grudge today. After all, there are films like PAAN SINGH TOMAR with Irfan Khan, MICHAEL with Naseeruddin Shah and BUDHHA IN THE TRAFFIC JAM with Anupam Kher/Arunoday Singh lined up for her before the first half of 2012 is through.
"Well, I just hope that people like these films and they do well," she sighs, "I had great hopes from GULAAL as well and was very sad when it didn't work. RA.ONE: Androgynous Male

Montek meets PM

Planning Commission Deputy Chairman Montek Singh Ahluwalia met Prime Minister Manmohan Singh Sunday amid controversy over the panel's affidavit in the Supreme Court defining poverty line cut-offs which have triggered strong opposition from food rights activists.
Ahluwalia is expected to clear the stance of planning commission on the issue at a press conference Monday.
Sources said Ahluwalia, who was on a visit abroad, met the prime minister for the first time since the controversy erupted after an affidavit filed by the panel in Supreme Court last month.
The affidavit said that poverty line for urban and rural areas could be provisionally placed at Rs.965 per capita per month (about Rs.32 per day) for urban areas and Rs.781 per capita per month (about Rs.26 per day) for rural areas.
Apart from food rights activists, opposition parties had also slammed the government over the affidavit.
The number of poor entitled to below poverty line (BPL) benefits, as per the affidavit, has been estimated at 40.74 crore.
Congress general secretary Rahul Gandhi is also learnt to have expressed his concern over the poverty line cut offs.
Information and Broadcasting Minister Ambika Soni admitted Saturday that there was concern among people on the issue.
She said the figures could undergo a change. 'There is a certain disquiet in the civil society and some sections. They believe the statistics are perhaps somewhat removed from reality,' she said.
Rural Development Minister Jairam Ramesh had sent a missive to the panel on the issue.
National Advisory Council members Aruna Roy and N.C. Saxena also expressed reservations over the poverty line cut offs.
Saxena said that only dogs and animals can live at Rs.32 a day and said that people spending that kind of amount were poorest of the poor.
Following the uproar, Ahluwalia said that the affidavit was 'factually correct' and it was not a new policy decision but simply a factual explanation given to the apex court on how poverty lines were calculated based on Suresh Tendulkar report.

It did not give details of the potential offering size or structure in the statement to the Hong Kong stock exchange.
IFR, a Thomson Reuters publication, reported in June China's largest e-commerce company was planning to spin off HiChina for a listing in the United States to raise about $200 million to $300 million.
HiChina provides internet application services to enterprises, including domain registration, hosting, enterprise e-mail systems, enterprise website creation and management, and consultation in e-commerce applications.

MediaBank

U.S. advertising-technology companies Donovan Data Systems Inc and MediaBank LLC plan to merge and create a new company called MediaOcean, The Wall Street Journal reported.
The companies valued their combination at $1.5 billion and together will process $150 billion in global advertising spending annually, the newspaper, citing people familiar with the matter, reported in its electronic edition.
The companies provide software that lets ad agencies book advertising time, make sure those ads appear properly, bill clients and pay the media platforms that host the ads, according to the newspapers.
Bill Wise, chief executive of MediaBank, will serve as CEO of MediaOcean, the newspaper said.
Donovan Data and MediaBank could not immediately be reached for comment.

Women Spy On Partners' Online

A new survey has suggested that Britain has become a 'nation of snoops' where one in five women spy on their partner's online accounts.
During the survey by security software firm Norton, women admitted that they have accessed their partner's emails or messages on social networking services such as Facebook without their knowledge, whereas only one in 10 men admitted doing the same.
While almost 15 percent of British women revealed that some information that they had found in their partners' online profiles provoked arguments, only seven percent of men encountered the same situation.
The findings were one of several indications that people's ethical standards may slip online.
"Our research raises some serious questions around privacy and the boundaries people are willing to cross in their own online dealings," the Telegraph quoted Simon Ellson from Norton as saying.

Jobs To Quebec


Outside, the sun is shining, but it is dark in the production room where more than 150 Ubisoft artists, animators and engineers are racing to finish the latest edition of "Assassin's Creed," one of this holiday's hotly anticipated games. They are working not from Ubisoft's headquarters in Paris or California, but in Montreal, Quebec. And they aren't alone. Quebec has become the preferred place for some of the biggest names in video games to set up shop.
According to the economic development agency Invest Quebec, 86 companies and 8,236 jobs have migrated to Quebec as a result of a government program under which 37.5 percent of a video game company's payroll is subsidized by the majority French-speaking province in the form of a refundable tax credit.
Put another way, for every dollar a video game company spends on paying its development staff, it receives 37.5 cents from the Quebec government.
The incentives, which include extra credits for companies that make French versions of their games, have enticed heavyweights such as Electronic Arts and Activision Blizzard to open major operations in Quebec.
"There's a buzz right now, just like how Hollywood was the place to make movies in the 1920s," said Charles Jolicoeur, a coordinator at Invest Quebec.
Last year, Quebec spent $100 million on the program, up from $83 million in 2009 and significantly more than some U.S. states with similar programs such as Texas and Louisiana.
The province first set aside money for video games in 1996 after starting a program to jumpstart the film industry a year earlier. According to Jolicoeur, the aim was to move Quebec from a manufacturing economy to a "new economy" by creating artistic jobs for young people.
Fifteen years later, the bet appears to have paid off.
"The incentives the government provided helped plant the seed, and now it's big and everyone is hiring," said Yanick Roy, studio director of Bioware, an Electronic Arts outfit.
THQ, the Southern-California based company that makes the popular "WWE Smackdown vs. Raw" video game, recently made Montreal its adopted home. After putting up disappointing results the last few quarters, CEO Brian Farrell told investors in July that THQ was moving most its resources to lower-cost areas, including Montreal, as part of its restructuring. Studios in New York and Phoenix shut down over the summer.
Since relocating, THQ has hired 145 employees for its new studio, housed in a converted newspaper printing press near the cobblestone streets of Old Montreal. The next step is for the company to hire 100 employees every year for the next five years until it reaches a staff of 500.
"When you look at our plan, it would be very difficult to do it in a lot of markets. But the right ingredients are in Montreal, with the tax incentives and the quantity and level of talent," said Dave Gatchel, general manager of THQ Montreal.
This week, the Montreal newspaper La Presse reported that the Tokyo-based video game company, Square Enix, was going to double its staff and hire 350 developers to become the third-largest studio behind Ubisoft and EA.
COMPETING FOR THE FUTURE
Ubisoft, the leading video game employer in Montreal, plies its 2,100 game developers in Montreal with a full-time doctor on staff, an in-house gym with personal trainers and a rooftop bar area overlooking the city.
The company, which came to Montreal from France in 1997, helped put the city on the map as a video game center. It released top selling games such as "Tom Clancy's Splinter Cell" and "Assassin's Creed," trained hundreds of developers and invested in programs at nearby universities.
But as new entrants such as THQ move into Montreal, the competition for top video game talent has intensified. Last year, THQ poached Patrice Desilets, the designer of "Assassin's Creed," which spurred a lawsuit between the companies.
"The energy is the same here at THQ as when I started at Ubisoft in 1997," he said. "It's a smaller place with less people, and there's the feeling that we're the underdogs."
EA, the second-largest U.S. videogame company, came to Montreal in 2004. It has 750 employees on three floors of a downtown high-rise next to top-tier law and accounting firms.
EA plans to hire more people in mobile and social games. Playfish, the social games company that EA bought in 2009 in a deal worth roughly $400 million, has 30 employees in Montreal and plans to nearly double its staff by the end of the year.
The Quebec government is also pursuing its next big growth area -- online games. Though the local industry is still big-budget console games, sales of these games are declining. Quebec is courting online gaming companies to ensure that jobs and growth stay in the province. Government representatives will attend G-Star, the video game show in South Korea in November, to attract Asian games companies to set up outposts or build data centers in Montreal.
"We are going to convince them to have a look at what's going on in Montreal and to join the parade," Jolicoeur said.
THQ's Desilets, a lifelong Montreal resident who rose to fame with "Assassin's Creed," said the notorious winter weather should not deter game developers, even ones from California, from considering a move. He said they should focus on what the city offers, like affordable housing, culture and cuisine.

He said it was a rare form of pancreatic cancer called an islet cell neuroendocrine tumor, which often is not quite as deadly as the more common forms of pancreatic cancer. The tumors can cause hormone imbalances.

June 9: Jobs appears dramatically thinner at an Apple iPhone event, touching off speculation the cancer had returned. The company said he was fighting a "common bug" and taking antibiotics. Apple later called Jobs's health a private matter.

July 26: The New York Times journalist Joe Nocera said in a column he had spoken to Jobs about his health but because the conversation was off record, he could not disclose what was said. "While his health problems amounted to a good deal more than 'a common bug', they were not life-threatening and he does not have a recurrence of cancer," Nocera wrote.

September 9: At an iPod product launch, Jobs jokes about his health by walking on stage in front of a giant screen that flashed "The reports of my death are greatly exaggerated" -- a quotation borrowed from Mark Twain.

October 3: A false internet report that Jobs had suffered a heart attack briefly pushes Apple shares down 2 percent to a 17-month low. Apple quickly denied the report on iReport.com, a citizen journalist site owned by CNN.

October 14: At a Mac product launch event, Jobs jokes again about his health. His blood pressure was 110 over 70 and he said, "And that is all we are going to be talking about Steve's health today."

December 16: Apple said Jobs would not deliver the keynote address at the Macworld trade show in January, reviving concerns about his health.

Asked to explain the decision, a spokesman said it would be the last time Apple takes part in Macworld so, "it does not make sense for us to make a major investment in a trade show we will no longer be attending."

December 30: Apple shares fall as much as 2 percent after Gizmodo said that Jobs's health was "rapidly declining" and that was the reason why he canceled the Macworld keynote.

2009:

January 5: Jobs says he has been losing weight throughout 2008 and his doctors think a hormone imbalance is "robbing" him of proteins. He says he has begun a "relatively simple and straightforward" treatment for his nutritional problem and that he will continue as CEO during recovery.

"I will be the first one to step up and tell our board of directors if I can no longer continue to fulfill my duties as Apple's CEO," he says. Apple shares rise 5 percent.

January 14: Jobs announces medical leave until the end of June, saying his health issues are "more complex" than originally thought. He hands day-to-day operations to Chief Operating Officer Tim Cook and says he plans to remain involved in major strategic decisions. Apple shares fall 10 percent in after-hours trading.

January 21: The U.S. Securities and Exchange Commission is examining Apple's disclosures about Jobs to ensure investors were not mislead, Bloomberg says.

June 8: Apple unveils new iPhone 3GS at its annual Worldwide Developer's Conference, but Jobs does not make an appearance.

June 20: The Wall Street Journal reports that Jobs had a liver transplant in Memphis, Tennessee about two months before and that he is expected to return to work later in June.

June 22: Jobs is spotted at the Apple campus in Cupertino, California, underscoring expectations that he is either back at work or will return soon.

June 23: The Methodist University Hospital Transplant Institute confirms it performed a liver transplant on Jobs and says he is "recovering well and has an excellent prognosis." The hospital does not give more details, saying the confirmation had come with Jobs's permission.

Organ transplant recipients often have recurring health issues for life, in part because they must take immune-suppressing drugs to prevent organ rejection or graft versus host disease.

June 30: Jobs returns to work, an Apple spokesman says. adding that he will work from home part of the time.

2011:

Jan 17: Jobs says he will take medical leave from Apple. Cook will take responsibility for day-to-day operations but Jobs will continue to be chief executive and be involved in major strategic decisions.

"I love Apple so much and hope to be back as soon as I can," the 56-year-old says. Apple shares were down 8.3 percent in Frankfurt by 1503 GMT. Monday was a holiday in the United States and markets were closed there.

Feb 17: Jobs attends meeting of technology industry leaders with U.S. President Barack Obama. National Enquirer publishes pictures purported to show Jobs arriving at the Stanford Cancer Center in Palo Alto, California.

March 2 : A thin but energetic Jobs makes a surprise return to the spotlight, taking the stage to unveil Apple's new iPad and drawing a standing ovation.

June 6: Animated but again looking very thin, Jobs appears at Apple's Worldwide Developers' Conference and unveils services for people to store more of their photos, music and other data online, giving the iPad and iPhone maker the lead in a fast-expanding new consumer market.

Hacking Clip

A six-second clip on Chinese state television has provided a rare glimpse into purported cyber hacking attacks launched by the country's military, despite long-standing official denials that the government engages in such activity.

In an episode titled "The Internet storm is here," CCTV-7, China's official military channel, had experts discussing the different methods of cyberattacks and U.S. cyber operations.



About halfway through the 20-minute episode, a user is seen operating a cursor on a screen that displays two options, a "www denial-of-service attack" and "distributed denial-of-service attack." A denial-of-service attack is a basic hacking attack that brings down a website by spamming it with data.

The screen then changes, showing a box with the words "select attack target" and "input target IP address." A scrolling marquee at the top of the box reads "China's People's Liberation Army Electronic Engineering Academy."

The user then selects Minghui.org, a website of the banned spiritual sect Falun Gong, from a dropdown menu containing a list of other Falun Gong sites and clicks the "attack" button.

It is unclear if the program on the screen shown is a mock-up, or when the clip was filmed. But China has consistently -- sometimes angrily -- denied having anything to do with hacking attacks.

EVIDENCE?

The existence of the piece, which appears to have been shown in July, was reported on Wednesday by China SignPost website (www.chinasignpost.com) which noted it was "visual evidence" to undermine China's official denials of involvement in hacking.

As of midday on Thursday, the page with the clip on Chinese state television's website was no longer accessible. However, the clip was reposted on other video sharing websites and is available here: http://www.youtube.com/watch?v=L_Wu1HlZbBk

The United States says that many hacking attacks appear to come from China, often targeting human rights groups as well as U.S. companies.

In its annual report to the U.S. Congress on China's military on Wednesday, the Pentagon warned that hacking attacks from China could one day be used for overt military means, rather than just trying to access data.

"The accesses and skills required for those intrusions are similar to those necessary to conduct computer network attacks," the report said. "Developing capabilities for cyberwarfare is consistent with authoritative PLA military writings."

Google, the world's largest search engine, partially pulled out of China last year after concerns of censorship and a serious hacking episode.

Google, who said the attacks originated from China, was one of the dozens of high profile companies targeted in an ultra-sophisticated cyberattack named "Operation Aurora" that took place in the second half of 2009. Yahoo, Adobe and Dow Chemical were also reportedly among the targets.

In June this year, Google said its Gmail product had suffered a cyberattack originating from China that was aimed at stealing passwords and information from high level U.S. government officials and Chinese activists.

China also says it is a victim of hacking.

The cyberattacks add to the long list of tensions between the United States and China that span trade issues, human rights, the value of the yuan and Taiwan.

US loses AAA credit rating, For first time

Aug 6 (IANS) For the first time in history, credit rating agency Standard & Poor's has downgraded America's top notch credit rating, stripping the world's largest economy of its prized AAA status.
'We have lowered our long-term sovereign credit rating on the United States of America to 'AA+' from 'AAA,'' S&P said Friday in a stunning blow to the country, that has enjoyed the top rating for 70 years, and its political leadership.
In July, S&P, one of the three major agencies that assign grades the credit of companies and governments, placed the US rating on 'CreditWatch with negative implications' as the debt ceiling debate devolved into partisan bickering.
To avoid a downgrade, S&P said the US needed to not only raise the debt ceiling, but also develop a 'credible' plan to reduce the federal debt by at least $4 trillion over the next decade.
Earlier this week, Congress instead passed a plan to reduce the debt by at least $2.1 trillion.
In its report Friday, S&P ruled that the US fell short: 'The downgrade reflects our opinion that the ... plan that Congress and the Administration recently agreed to falls short of what, in our view, would be necessary to stabilise the government's medium-term debt dynamics.'
S&P also cited dysfunctional policymaking in Washington as a factor in the downgrade. 'The effectiveness, stability, and predictability of American policymaking and political institutions have weakened at a time of ongoing fiscal and economic challenges.'
The other rating agencies, Moody's and Fitch, have said they have no immediate plan to downgrade the US credit rating, giving the government more time to make progress on debt reduction.
The split verdict limits the impact of the S&P downgrade as many consequences would be set off only by a reduction by two agencies, the New York Times said.
But the lowering of the country's rating could rattle confidence and raise borrowing costs for the government and consumers, impeding the already fragile recovery, it said.
The announcement by S& P came after a week of turmoil on Wall Street not seen since the days of the financial crisis. After plunging around 5 percent Thursday, stocks bounced up and down Friday and closed relatively flat.

Computing To Create One Lakh Jobs

As the next technology wave, cloud computing by enterprises has the potential to create about 100,000 new jobs in India, a study said Tuesday.
'Of the projected $4.5-billion total cloud computing market in India by 2015, private cloud will account for $3.5 billion, generate about 100,000 additional jobs and save about 50 percent of cost of IT operations for Indian enterprises,' the study 'Private Cloud Landscape in India', by Zinnov Management Consulting and global IT firm EMC Corporation, revealed.
In cloud computing, multiple servers are used as a single platform through a digital network (website) under secured environment with access to a range of applications and tools for reducing the cost of IT operations.
Cloud computing is emerging as the next big IT service for its pay-as-you-go model, which eliminates capital intensive investment by companies, especially small and medium enterprises (SMEs) in setting up IT infrastructure.
Spend on using cloud by information technology and back office firms, telecos, BFSI (banking, financial services and insurance), manufacturing and government organisations is set to increase to 8.2 percent over the next five years from 1.4 percent in 2010.
'There will be an increased preference of cloud adoption over the next five years in India. The total cloud market, which was about $400 million in 2010, is expected to growth by a whopping 60 percent annually with private cloud dominating the landscape,' Zinnov chief executive Pari Natrajan told reporters here.
Though vendors with partnerships are better positioned to address enterprise needs, the survey noted that many Indian firms would have to invest in competency building to take advantage of cloud computing technologies as they were under-skilled in meeting the growing requirement.
'Cloud computing will reshape the Indian IT market by generating new opportunities for vendors and driving changes in traditional IT offerings,' Natarajan pointed out.
Companies and organisations, which have not adopted IT so far or invested in data centres and server farms will have the advantage of directly moving to the low-cost cloud model.

iPhone

You can do a lot with an iPhone these days -- text, take pictures, surf the net, and even make a phone call.
And soon, thanks to two Australian entrepreneurs, you will be able use it to open a bottle of beer by way of the "Opena," a hard plastic case that fits over the iPhone and is equipped with a slide-out bottle opener.
"Basically, Australians are fairly heavy drinkers, as you may or may not know," said Melbourne-based Chris Peters, an industrial designer who developed the product with Rob Ward, a former toolmaker.
"We're always out at friends' houses and so on, and in some cases you may not have your keys on you... So we thought, why don't we attach a bottle opener to an iPhone case? We always have our phones on us."
Working from three basic rules -- the case had to be slim, there had to be no chance of the opener scratching the iPhone, and the opener had to work without putting any pressure on the phone -- the two developed a prototype.
Testing including running through what a promotional video termed "the worst case scenario" in which a friend has shaken up the beer and it foams over. The case -- and the iPhone -- came through unscathed every time.
Aside from a few initial glitches because the first prototypes were too weak, development went smoothly. Start-up funding via an internet site that allows anybody to pitch in, has also gone well, enabling a sales launch within weeks.
"The strangest thing that happened was when we were doing the filming for the video and we had a courier drop off a parcel," Peters said.
"He gave us some very unusual looks when we had about 20 open beers at seven in the morning."
Though some who posted on the pair's Facebook page expressed doubt about the wisdom of putting a phone that close to a foaming beverage, the response was mainly positive.
"Finally I can combine my love of drinking and tech," one said.

Welcome BlackBerry PlayBook

The BlackBerry PlayBook, Research In Motion (RIM)'s disappointing challenger to the hugely successful iPad 2, hit store shelves in India on Wednesday, nearly two months after the revamped Apple tablet made its India debut.
Customers have the option to buy the PlayBook, which features Wi-Fi support, with 16, 32 or 64 GB of memory and the models are priced between 27,990 rupees and 37,990 rupees.
The PlayBook is being distributed nationally through Redington India and Ingram Micro, initially in 1,000 retail stores across eight cities, the company said in a statement.
RIM has struggled to win consumer fans since Apple's iPhone and a slew of devices running Google's Android entered the smartphone fray.
Reviewers have panned the PlayBook for the absence of inbuilt email and organiser functions -- the gadget needs a BlackBerry to access those. Critics said the company rushed the tablet computer to the market before it was ready.
The PlayBook's North American launch in April was in stark contrast to the global frenzy when Apple launched its iPad 2 and consumers lined up overnight to buy the gadget.

The impetus may come instead from partner Ericsson, which could push Sony to buy it out if their joint venture continues to fade in relevance.
Sony Ericsson finally turned a profit last year, but that may not last, given the odds currently stacked against it.
"I think it (Sony Ericsson) is already fairly irrelevant in the market in terms of volumes and even value market share," said WestLB's Thomas Langer.
However, Ericsson has no urgent need for the 1 billion to 2.5 billion euros some analysts reckon half of Sony Ericsson's equity is worth, based on its revenues of 6.3 billion euros.
Debt would not be an issue, since the venture had net debt of only 5 million euros at the end of March.
Meanwhile, Ericsson's own core business is soaring as telecom operators raise spending to boost capacity in networks choked by smartphone customers.
It has also made joint ventures part of its targets for the 2010-2013 period, possibly signalling no sale is on the cards.
Even if Sony Ericsson does sort out its ownership issues, the going will be tough.
The smartphone market is growing fast, with shipments nearly doubling year on year in the first quarter to 100 million handsets, according to IDC's mobile phone tracker report.
But competition for a larger slice of the pie is fierce, and Sony Ericsson will not only have to battle deep-pocketed, larger rivals like Samsung Electronics , but also nimbler Asian players such as HTC, China's ZTE and Huawei.
Sony Ericsson has 9 percent of the market for smartphones running on Android software, compared with 26 percent for Samsung, according to researcher Strategy Analytics.
Eight analysts polled by Reuters all thought Sony Ericsson would likely miss its target of becoming the biggest seller of Android.

Google Takes Wraps Off Pay-By-Phone System

U.S. shoppers soon will be able to use mobile phones to pay for things at the checkout counter under a system unveiled by Google Inc and other major companies.
Google, MasterCard, Citigroup, Sprint and transaction processing company First Data will make the service available this summer in New York and San Francisco, Google said on Thursday.
The service, which competes with plans by Visa and other top U.S. banks and mobile phone companies, is similar to how people shop in Asia, where some customers already routinely wield smartphones like credit cards.

BEATING ISIS TO THE PUNCH

Some large U.S. companies have raced to make the technology a reality since last year. Citigroup MasterCard holders with PayPass-enabled cards will get first crack at Google's service. The Internet giant also plans to sell a virtual prepaid card similar to PayPal's online payment service.
If the service is launched this summer as expected, it would beat rival Isis. The venture between Verizon Wireless, AT&T and T-Mobile USA has said its service would be launched early next year.
Google plans to open the Wallet app to other carriers including Isis.
Richard Clemmer, Chief Executive of NXP, Google's mobile wallet chip partner, expects that there will be at least 20 phone models on the market with NFC chips by the end of this year. The number could be as high as 40 around the world.
Visa Inc has also tested a pay-by-phone system with several large banks, including Bank of America Corp and Wells Fargo & Co. The world's largest credit and debit card processing network has said it plans to make its mobile payments system commercially available this year.
For Citigroup, which has a large international operation, the new mobile payments system will help it expand into online and digital banking. The third-largest U.S. bank by assets is trying to gain more business by offering new features for its wealthy, urban, tech-savvy customers.
"You're going to see us be very focused on this area over the coming decade," said Paul Galant, Citigroup's head of global enterprise payments.

Indian Web Rules By Google

Holding internet platforms liable for third-party content would lead to self-censorship and reduce the free flow of information, Google Inc said on Wednesday in reaction to India's new rules.
"We believe that a free and open Internet is essential for the growth of (the) digital economy and safeguarding freedom of expression," Google said in a statement on Wednesday.
"If internet platforms are held liable for third-party content, it would lead to self-censorship and reduce the free flow of information. The regulatory framework should ideally help protect internet platforms and people's abilities to access information."
Regulations introduced last month require search engines and websites to get rid of objectionable content including information that is "grossly harmful, harassing ... defamatory ... hateful ... and disparaging."
The rules also state the websites will not "knowingly host or publish" objectionable matter and should remove such material within 36 hours of becoming aware that it existed.
Seeking to allay concerns the new rules enabled the Indian government to regulate content in a highly subjective manner, India's Department of Information Technology, in a separate statement, said the government had no intention of acquiring regulatory jurisdiction over content under these rules.
Referring to concerns the wording used in rules for objectionable content were broad and could be interpreted subjectively, the Department said the terms were in accordance with those used by most internet platforms as part of their existing policies.

Appeal To Apple Over Health Worries In China

Chinese workers at a factory making touch screens on contract for Apple have urged the U.S. company to help address their grievances over a chemical poisoning they said could still harm their health.
Wintek, the Taiwanese company that owns the factory in east China's Suzhou industrial park, has said it used hexyl hydride, also called n-hexane, from May 2008 to August 2009, but stopped after discovering it was making workers ill.
"This is a killer, a killer that strikes invisibly," said a Chinese-language copy of the letter meant for Apple CEO Steve Jobs that workers showed Reuters. An English version had been sent to Apple.
"From when hexyl hydride was used, monthly profits at Apple and Wintek have gone up by tens of millions every month, the accumulated outcome of workers' lives and health," said the letter, signed by five workers claiming to represent employees.
Wintek said it had used the chemical, which evaporates faster than alcohol, to speed up production of touch screens for Apple products. It has since gone back to using alcohol.
Apple, which announced blockbuster profits in January, has been dogged by criticism of work conditions at its China-based suppliers.
Last year, its main China supplier Foxconn was hit by over a dozen apparent worker suicides that critics blamed on harsh factory conditions.
The poisonings were mentioned in a recent report from Apple,
which sources many of its strong-selling iPhones, iPads and other devices to contract manufacturers in China. That report said 137 workers had been hospitalised because of poisoning but had all recovered, a conclusion also offered by Wintek.
Apple declined to comment on the workers' letter and referred a reporter back to its supplier report.
But some of the workers at Wintek's sprawling plant in Suzhou said the Taiwanese factory-owner had not given enough compensation to affected workers, had pressured those who took compensation to give up their jobs, and had not offered assurances that workers who may suffer fresh bouts of illness from the poisoning will have medical bills take care of.
"I hope Apple can respect our labour and our dignity. I hope they can stand up and apologise to us," said Jia Jingchuan, a 27-year-old production technician for Wintek who said he fell ill from the hexyl hydride, which workers said was used to clean iPhone touch screens.

NUMB HANDS, SWOLLEN FEET

Wintek spokesman Jay Huang told Reuters that all staff who needed medical treatment because of the n-hexane poisoning had been treated, and that the company has reverted to using alcohol to clean the panels that it manufactures for Apple.
"We are unable to cope with the medical costs of treatment in the future," said Guo Ruiqiang, a worker at the Wintek plant, who said he was suffering fresh symptoms he blamed on the poisoning. "We can only stay in the factory and see what happens. We just feel very helpless now," said Guo.
He and other workers said the poisoning caused sweaty hands and feet, sudden numbness in hands, swelling and pain in the feet, tiredness and faintness.
Daily exposure to hexyl hydrid can cause long-term and possibly irreversible nerve damage, said Lam Ching-wan, a chemical pathologist at the University of Hong Kong. According to U.S. National Library of Medicine, there have been dozens of documented cases where workers suffered nerve and eye damage from exposure to n-hexane.
Workers said they wore protective gear, including masks and goggles, but worked in an enclosed, poorly ventilated space. In its report, Apple said that Wintek had switched to the chemical from alcohol without changing the ventilation system.
Jia, the technician, said that after working for a year on the production for Apple touch screens, he felt there was something wrong, but ignored the problems, blaming them on work stress or moodiness.
Soon he heard other workers were hospitalised and suspected it had something to do with the chemical hexyl hydride, which managers had said could be safely used.
Jia went to a hospital in Suzhou in August 2009, when doctors told him he had nerve damage. Doctors soon found many of his workmates had similar problems and were advised to be hospitalised.
He stayed for eight months in hospital. But when he returned to work in October 2010, the symptoms of poisoning reappeared, he said.

Popular Students More Likely To Bully Peers

Popular students are more likely to torment their peers, says a new study.

'Our findings underscore that attaining and maintaining a high social status likely involves some level of antagonistic behaviour,' said Robert Faris, assistant professor of sociology at University of California-Davis, the study co-author.

The study also finds that students in the top two percent of the school social hierarchy -- along with those at the bottom -- are the least aggressive, the journal American Sociological Review reports.

'The fact that they both have reduced levels of aggression is true, but it can be attributed to quite different things,' Faris said, according to an university statement.

'The ones at the bottom don't have the social power or as much capacity to be aggressive whereas the ones at the top have all that power, but don't need to use it,' Faris said.

The authors define aggression as being physical (hitting, shoving or kicking), verbal (name-calling or threats) or social (spreading rumours or ostracism).

Aggression rate was calculated based on the number of classmates a student victimised in the past three months.

The research studied 3,722 eighth, ninth and 10th grade students who participated during the 2004-05 school year.
